I have copied and pasted the synopsis (the full bill is no less than 25 pages long) below, and put a few comments below that. At the very bottom of this post are some things you can do to take action on this bill to see that it dies a non-ceremonious death as quickly as possible.
No need for attorneys if we kill it before it gets to the floor!!
Synopsis
As Introduced
Creates
the Firearms Registration Act. Provides that every person in the
State must register each firearm he or she owns or possesses in
accordance with the Act. Provides that a person shall not purchase or
possess ammunition within this State without having first obtained a
registration certificate identifying a firearm that is suitable for
use with that ammunition, or a receipt demonstrating that the person
has applied to register a suitable firearm under the Act and that the
application is pending. Provides that the Department of State Police
must complete a background check of any person who applies for: (1) a
registration certificate for a firearm that was lawfully owned or
possessed on the effective date of the Act, was brought into the
State by a new resident, or was acquired by operation of law upon the
death of the former owner; or (2) a renewal of a registration
certificate unless, within 12 months of the date the renewal
application is submitted, the applicant passed a background check
conducted by the Department in connection with the applicant's
acquisition of another firearm. Provides exceptions. Amends the
Criminal Code of 2012. Provides that it is a Class 2 felony to sell
or transfer ownership of a firearm to another person without
complying with the registration requirement of the Firearms
Registration Act.

CONSIDERATIONS
Now,
you might already be incensed, however, it goes far beyond this for
some of us...
First,
this is ALL firearms. Black powder weapons are not specifically
EXcluded anywhere in this bill.
Second,
this is EVERY firearm you own. Each will require a separate
registration.
Third,
not one item is "grand-fathered" in. IF you owned or
inherited a weapon prior to this act, you must:
"appear
at a time and place designated by the Department (of
State Police)"
and
"
complete
and submit to the Department the
application,
in writing, signed under penalty of perjury, on a form prescribed by
the Department.
"
Fourth,
In order to purchase ammunition, you must present your registration
for verification.
Fifth,
you must provide your full name as well as any other or previous
names you have ever been known by, copy of your driver's license,
address and phone number - not just yours, but your employer's as
well.
Sixth,
you are to grant the Department the right and authorization to obtain
"any additional
information the Department deems necessary to process the
application."
And
on and on it goes.... but I am quitting here. Personally, I was
disgusted before I finished the synopsis.

express your sentiments to your own Representative, and let him or
her know that you want them to vote AGAINST HB-4715.
